In a newly released independent report, the question was asked, “Which school districts do the best job of teaching kids to read?” The study looked at the poverty level of nearly 9,600 school districts across the country and compared their expected reading proficiency with their actual reading proficiency. Overall data shows that the higher the poverty level in a school district, the lower the reading proficiency. However, there are some outliers which still perform well above expectations. These noted “exceptional districts” are in the top 5% of their respective state when it comes to performing above their expected reading proficiency rate.

In North Carolina, Yancey County Schools was named as one of the exceptional districts which outperformed expectations. Per the report, YCS had a poverty level of 21% with an expected reading proficiency of 44%. The report states that YCS had an actual reading proficiency of 57%.
